Admin. Manager - Recreation Dept.

The Administrative Manager performs a wide variety of administrative assistant support duties requiring independently handling activities such as information processing/referral and special office assignment. Clerical duties are considered at the highest level and require tact and discretion in handling sensitive or confidential matters.

Job requires a broad knowledge of departmental and City-wide operations and related functions. Work is performed under the supervision of the department director. Responsibilities include working closely with the department director in administrative, purchasing, and other support issues.

Position assists and greets visitors, answers phones and inquiries independently, writes and sends letters, memos, and reports, does research on a variety of requests for the department, and maintains all office and department records and files.

Applicant must:

  • have thorough knowledge of office practices and procedures
  • have the ability to use correct grammar, vocabulary and spelling.
  • be able to use math in general office work.
  • be tactful and courteous, and be able to communicate effectively in person, by telephone, and in writing
  • be able to gather and compile materials for a variety of sources, and use judgment in organizing and establishing format.
  • have a2-year degree with considerable administrative or secretarial experience, or an equivalent combination of education and experience.
  • Salary range $33,950-$50,925

City Attorney

Scope – Appointed by and works for a 5-member City Council with the City Manager. Serves as general counsel to the Mayor, City Council and City Manager. Provides legal counsel to the City departments and citizen boards and commissions.

Minimum Education and Experience Requirements – graduation from an ABA-accredited school of law (Juris Doctorate or LLB) and licensed to practice law in the State of North Carolina. Council preference is at least three years of experience including professional legal work/contact with the public sector.

Duties and Responsibilities – Advise local officials on issues with legal implications for the City, and represent the City in court as necessary. Handle and advise Council, City Manager and City department directors on a broad range of legal matters including contracts, ordinance and code preparation, environmental law, labor and employment law, property tax, land use regulations, public records and intergovernmental agreements. In addition, investigate legal claims for/against the City, negotiate tentative settlement of claims, prepare legal opinions, briefs, any/all legal documents required and conduct litigation. Position will be responsible for any/all other duties as deemed appropriate by the City Council. Other Requirements – must possess the ability to establish and maintain effective working relationships with City officials, court officials, City staff and the public. Must be an effective communicator, able to facilitate the legislative process, parliamentary procedure and open meetings. Must possess the ability to interpret and apply statutes, court decisions, administrative regulations, and other precedents.

Salary Range – $81,702 - $122,553.

Public Safety Officer - Public Safety

The City of Morganton currently has a Public Safety Officer position available in the Public Safety Department.

Public Safety Officers enforce laws and regulations established to maintain order and harmony, and serve as an available resource for providing law enforcement and fire protection to the citizens of Morganton.

Public Safety Officers must be able to exercise independent judgment in a variety of situations. Public Safety Officers must be able to communicate effectively with citizens and co-workers, and be able to accurately prepare legible written reports of actions taken.

  • Applicant must be able to obtain a class B drivers license, and be able to meet OSHA requirements.
  • Applicant must be able to successfully complete physical fitness/agility assessment and meet the physical demands of the law enforcement and fire fighting aspects of the position.
  • Applicant must be a high school graduate and must have successfully completed or be able to successfully complete Basic Law Enforcement Training as mandated by NC Dept. of Justice.
  • Applicant must successfully complete the field-training program for law enforcement duties, and must be or have the ability to become a certified firefighter as required by NC Fire Commission Standards.
  • Salary range is $32,333 – $48,500.
